异质交通流条件下交通外部损耗成本计算模型

Calculation Model of Travel External Loss Cost under Heterogeneous Traffic Flow Condition

摘要： 为交通管理、运输定价等阶段中关于交通外部成本定量分析问题提供新思路，基于系统工程构建了交通出行外部损耗成本计算模型。应用系统分析 原理揭示系统成本要素间的相互关系，并将交通出行外部成本分解为时间损耗成本、事故风险成本、环境成本3个系统成本要素；另一方面，利用交通流 理论分析了多种出行方式混行条件下所形成的差异交通流，以差异交通流的速度与流量为随机变量构建成本要素的子模型。最后，以桂林市某路段调查数 据为算例，探讨了交通外部损耗成本计算模型的应用，计算得到其交通外部成本的价格。算例结果发现，事故风险成本在交通外部损耗成本中所占的比例 极高，约为92.6%，而交通出行外部损耗成本在交通出行成本中也占了很大的比例。

Abstract: In order to provide a new thought for the quantification analysis for traffic external costs in the management and pricing of transportation, the computation model of travel external loss cost based on system engineering was established. The interrelation of system cost factors was revealed by the application of system analysis principle, and the external cost of traffic travel was divided into 3 system cost factors: time loss cost, accident risk cost and environmental cost. On the other hand, the traffic flow theory was used to analyze the differential traffic flow with the mixed multiple travel modes, and the sub model of the cost factors was established with the velocity and flow of the differential traffic flow as the random variable. A sample case of survey data of a road section in Guilin was introduced to explore the application of computation model for traffic external loss cost and to calculate the price of traffic external costs. The results of the case study show that: the accident risk cost is very high in the traffic external loss cost, about 92.6%, and the traffic external loss cost also accounts for a large proportion of the cost of traffic travel.
