基于BSC-FAHP和灰色聚类评价模型的农村公路养护管理绩效评价

Evaluation of Rural Roads Maintenance and Management Performance Based on BSC-FAHP and Grey Clustering Evaluation Model

摘要: 科学地评价农村公路养护管理工作绩效,已成为农村公路养护管理工作中亟待解决的重要问题。笔者采用平衡计分卡理论建立农村公路养护管理绩效评价指标体系以及层次结构;提出一种模糊层次分析法(FAHP)改进农村公路养护管理绩效评价指标权重计算方法,并通过敏感性分析研究指出该方法具有鲁棒性;建立农村公路养护管理绩效灰色聚类评价模型,依据最大隶属度原则确定农村公路养护管理绩效评价等级。应用该评价模型对凉州区一农村公路管养站养护管理绩效进行综合评价,验证该方法在农村公路养护管理绩效评价工作中实施的可行性。结果表明:该评价方法能对农村公路养护管理绩效做出客观有效的评价,具有良好的适用性和可靠性,能够很好的应用于农村公路养护管理绩效评价工作。

Abstract: Scientifically evaluating rural road maintenance performance has become an important problem to be solved in rural road maintenance and management. The performance evaluation index system and the hierarchical structure of rural road maintenance management was established by using balanced card theory. A fuzzy analytic hierarchy process (FAHP) was proposed to improve the weight calculation method of the performance evaluation index of the rural road maintenance management. Through the sensitivity analysis, the proposed method was proved to be robust. A grey cluster model of rural road maintenance performance evaluation was established. The rural highway maintenance management performance evaluation level was determined according to maximum membership principle. The proposed model was applied to comprehensively evaluate the maintenance management performance of a rural road maintenance station in Liangzhou District, and the feasibility of the proposed method in the performance evaluation of nural road maintenance and management was verified. The results show that the proposed evaluation method can evaluate the performance of rural road maintenance and management objectively and effectively, which has good applicability and reliability, and can be well applied to the performance evaluation of rural road maintenance and management.
