摘要： 从资金的时间价值出发, 研究了水运基本建设投资时滞的计算方法;最后结合具体例子进行说明.

Abstract: Based on time-value of fund, we discuss model of benefit-delay of investment in capital construction in water transport system and give concrete examples to explain it.
