考虑灾后道路恢复情况下动态应急物资选址问题

Location of Dynamic Emergency Materials in the Case of Road Rehabilitation after Disaster

摘要: 为研究面向地震灾害下的动态应急物资选址问题,以最小化应急物资运输成本和灾民等待物资心理惩罚成本为目标,考虑灾后道路恢复情况,权 衡二次运输成本和灾民等待物资心理惩罚成本,建立多目标混合整数规划模型,确定不同道路恢复情况下动态应急物资选址方案。考虑模型中权重等参 数的影响,设计3种实验,并对实验结果进行讨论。通过实际算例,以雅安地震为背景,将灾后72h分成6个时段,每个时段下对应不同的道路恢复情况, 确定每个时段下的应急物资选址方案,验证模型的实用性。

Abstract: In order to study the location of dynamic emergency materials after earthquake disaster, a multi-objective mixed integer programming model was established by considering the road rehabilitation after disaster and balancing the cost of secondary transportation and the psychological punishment cost of victims waiting for materials, which was aiming at minimizing the transportation cost of emergency materials and the psychological punishment cost of victims waiting for materials. And the location schemes of dynamic emergency materials under different road rehabilitation conditions were also determined. Considering the influence of weight and other parameters in the model, 3 kinds of experiments were designed and the experiment results were discussed.Through an actual case,72 hours after the Yaan Earthquake were divided into six periods and each time period corresponded to different road rehabilitation conditions. Therefore, the emergency material location scheme for each time period was determined.The practicability of the proposed model was verified.
