摘要/Abstract

摘要： 有标底的有限低标评标办法是以合理最低标评标办法为基础的一种改进方法，该方法规定在拦标价范围内投标价最低的有效投标人中标．本文对这种方法的基本原理及评标程序进行了详细分析，并对使用该方法进行评标的优点、注意的问题进行了讨论．有标底的有限低标评标办法的出现对规范招投标活动，防止恶性竞争有重要的现实意义．

Abstract: Method of the minimum restriction bid evaluation on base amount is an improved one on basis of the method that the reasonable lowest price wins a bid、This method prescribes that the valid lowest price wins a bid．The basic principle and the bid evaluation procedure of the method were analyzed，and its advantages and advertent problems in using were discussed．It has importan t realistic meaning for normalizing the inviting or tendering bid practice and avoiding malignant competition．
