Abstract: Through the analysis of the present problems of investing management for highway maintenance，which includes unscientific investing management，low investment benefits and SO on，the new thought and countermeasures of perfecting maintenance investing management are discussed．Detailedly speaking，the quota management and maintenance cost system are advised to adopt；the allotment and arrangement of the maintenance funds are analyzed with the costs-benefits and optimal study；the maintenance cost management system should be pefected and the cost examination and supe rvise system should be enhanced．Th en a new maintenance cost forecast model with road condition synthesize evaluation indexes and trafic volume is established．All of those may provide theory bases for pushing forward maintenance market．

摘要： 针对我国目前公路养护投资管理工作中存在的投资管理不科学、投资效益不高等问题，探讨了如何完善公路 养护工程投资管理的基本思路和对策，即在养护投资管理中实行定额管理、推行养护工程费制，对养护资金的分配 和安排应进行费用一效益分析和优化研究，完善养护工程造价管理体系，加强养护费用审批制和监督机制，还建立 了基于路况综合评价指标和交通量因素的养护费用预测模型，为推进养护市场化提供理论支持．
