Abstract: In the paper, the optimal problem of constrained assignmemt in inequality of workers and jobs are studied. It is solved that when workers have to take on too heavy jobs,there will be a detrimental effect on the efficiency and quality. The optimal method in min-cost flow is presented,which is convenient and feasible
