Abstract: Design phase is the important phase of cost control which is one of the pivotal factors for smooth realization of the project, and it owns the characteristics of substantive investment,far-ranging social benefit,long time limit for a project etc. Some advices and measures to cost control in design phase were put forward according to TCM (Total Cost Management) and the better effect.

摘要： 工程项目具有投资大、社会效益广、工期长等特点,保证项目建设的顺利实现,造价控制是关键因素之一。其中,设计阶段是决定工程造价的重要阶段。采用全面造价管理的技术方法从全过程造价管理、全要素造价管理、全风险造价管理和全团队造价管理等4个方面对设计阶段的造价管理提出了建议及措施,以期使工程造价得到更佳的控制效果。
