Suitability Evaluation of Rural Construction Land Based on the Concept of “Inverse Planning”

“反规划”理念下的山地农村建设用地适宜性评价

Abstract: With the acceleration of the urbanization process in China, the land resources in rural areas need to be developed and utilized urgently; more and more attention has been paid to the suitability evaluation of construction land in rural areas based on the concept of ecological protection. In order to ensure the regional ecological integrity in the process of evaluating the land, the concept of “inverse planning”was introduced, that is, the method of prior planning for the construction of ecological safety forbidden zones, which planed the land from the control of regional ecological infrastructures.In the case study of Yihe town in Fuling District of Chongqing, the construction land suitability evaluation method was constructed by combining the concept of “inverse planning”and the comprehensive index evaluation model.The results show that compared with the traditional evaluation method,low safety level areas increase and middle and high safety level areas decrease in the proposed evaluation results, which can better guarantee the regional ecological integrity. It can also be applied to different land demand under different economic conditions in mountainous rural areas, which has important reference significance for mountain rural area planning.

摘要: 随着我国城镇化进程加快,农村区域土地资源亟待开发利用,基于生态保护观念的山地农村建设用地适宜性评价研究越来越得到重视。为在土地评价的同时保证区域生态整体性,引入“反规划”理念,即采用优先规划生态安全禁建区的规划方法,从控制区域生态基础设施入手对土地进行规划;并以重庆市涪陵区义和镇为例,构建了“反规划”理念与综合指数评价模型相结合的建设用地适宜性评价方法。研究结果表明:与传统评价方法相比,本评价结果中低安全水平区域增加,中、高安全水平区域减少,更能保证区域生态整体性,并可适用于山地农村不同经济条件下的不同用地需求,对山地农村区域规划具有重要参考意义。
