Abstract: Aiming at several issues concerning the high-quality development of water transport in Chengdu-Chongqing area twin city economic circle, the historical opportunities for the high-quality development of Chongqing water transport and research foucuses were analyzed. The ecological environment problems of the construction of a new shipping channel in the Three Gorges of the Yangtze River were discussed. The research shows that Chongqing is the shipping center in the upper reaches of the Yangtze River and an important starting point for the high-quality development of water transportation; a moderately advanced viewpoint of comprehensive transportation system construction is put forward. The “Chongqing-New Europe” China EU train transportation and the construction of new land and sea channels should be vigorously developed,which will integrate into the domestic and international cycle.

摘要： 针对成渝地区双城经济圈水运高质量发展若干问题，分析了重庆水运高质量发展的历史机遇及研究重点；探讨了长江三峡航运新通道建设的生态环境问题。研究表明：重庆是长江上游航运中心，是水运高质量发展的重要抓手；提出适度超前的综合运输体系建设观点，大力发展“渝新欧”中欧班列运输和陆海新通道建设，融入国内国际大循环。
