基于数据包络分析的代建单位评选方法

Abstract: Considering?the?agent?obligations?and?the?standard?of?evaluating?the?biding?to?select?the?construction?agent?all?over?the?country,?an?index?system?is?established?to?evaluate?the?construction-agent?system.?And?the?evaluation?method?of?con-?struction-agent?system?based?on?DEA?is?put?forward.?The?C2R?model?should?be?used?when?the?tenderee?have?no?special?preference?of?any?indexes,?otherwise?the?C2?WH?model?should?be?used.?Aiming?at?the?problem?that?the?sequence?of?successful?bid?can'?t?be?ensured?in?choosing?the?construction?agent?because?of?the?overabundance?of?decision-making?units?(DMUs)?in?general?DEA?method,?an?improved?method?is?proposed,?which?can?continue?to?evaluate?through?establishing?the?ideal?DMUs.?The?reasonability?and?feasibility?of?evaluation?method?of?construction-agent?system?based?on?DEA?is?verified?by?the?case?study.

摘要: 考虑代建单位的职责,结合各地招标确定代建单位时的评标标准,建立起对代建单位评选的指标体系。提出 基于数据包络分析的代建单位评选方法,招标单位对各指标没有特别偏好时选用C2R模型进行计算评选;否则,选 用C2WH模型进行计算评选。针对一般的DEA方法中,有效决策单元过多,不能完全确定出代建单位的中标候选 顺序的问题,提出通过构造理想决策单元继续评价的改进方法。实例应用表明,运用数据包络分析方法进行代建 单位的评选是合适的、可行的。
