Abstract: The paper uses principle-agent theory analyzing the current construction-agent system which popularized by our govemment and puts forwards some proposal to perfect construction-agent system，that is we should set up urge restriction mechanism，effective contract man agement system and carry out construction guarantee and insurance system．

摘要： 运用委托代理理论分析了当前政府投资项目代建制的管理模式，提出了完善代建制管理模式的政策建议， 即建立激励约束机制，加强合同管理和实行工程担保和保险制度．
