Abstract: This paper advances the rating path of monad-element, further more, it raisis the mathematical model of personnel function rating. A norm of comprehensive rating is introduced, the norm can be considered as the expectation of the rating. The model indicates that the rating results can be described by the distribution in class.

摘要： 本文提出了人员功能测评的"单项-要素"体系和以单项的状态评定人员功能的方法。本文提出的决定权重的参数引入法和以定性量为基础的分布表示的概念以及模糊期望评定模型则是新的。
