Abstract: This paper deal with the national transportation policy from view of our national transportation system's history and transportation science research. The present structure which railway plays a dominant role will change to the synthetical developing of all transportation models, it compose four systems:mass tranist, regional, national and internal transportation system. Govement should make a suitable policy and reform the system of the administration.

摘要： 改变以铁路为主的运输发展格局,按技术发展趋势加快过渡向各种运输方式的综合发展,这是我国运输业面临的重大发展战略选择。本文从我国运输系统的发展历史和运输科学研究的角度,提出国家运输系统的设想,进而探讨国家运输政策。
