Abstract: The tendency of urban mechanization can’t be reversed with rapid development of China economic. Since 2000 Shanghai had controlled automobile irregular increase successfully by automobile license tag auction. In this paper, base on appraising of the auction policy, a model for automobile increase was erected and a quantity guideline was suggested.
