Abstract: Through analyzing the risks for government during tendering phrase．a suggestion that we should design tendering system and contract terra in order to prevent risk is proposed．So the agent of construction system could develop better．

摘要： 通过对政府主管部门招标阶段的风险进行分析，提出了招标机制的设计和风险防范的合同条件设计，以期“代 建制”这种新型管理模式更好的运作．
