Abstract: Applying the theory of earned value management, the implementation phase investment departure of infrastructure project is depicted quantificationally in this paper. Then, applying the theory of neural network, the neural network prediction model of investment departure of infrastructure project is constructed. Using this model, the implementation phase investment departure of infrastructure project can be forecasted, and it provides basis for the investment risk early-warning
