    Debris flow is main disaster along highway in mountainius region.On the basis of research results to debris flow along highway for years,authors of this paper draw up《Construction Guidbook of Civil Engineering against Debris Flow along Highway》which is matched with 《Design Guidbook of Civil Engineering against Debris Flow along Higllways》.The construction guidbook include nine parts,i.e.general rules,prepamsion before cortstructlon,and construction of high-speed drainage structure,sab-mergecl tunnel,rock screen,protect bank strueture,diversion dam,wing-shaped converge structure,aqueduct and bed-roughened piles. In the paper,items about construction of general rules,preparaslon before construction,and eonstructlon both high-speed drainage strueture and sub-merged tunnel, which can give some important lessonsin construction of strueture to control debris flow along highway,further provide important foundation to revise bearing technique codes about constructing and maintaining of highways.

    In order to see into stability of unstable rock of HongYan mountain.the calculation model for unstable falling rock has been proposed,which based on limit equilibrium theoty and rock nlass structure theory.To some representative unstable rocks.calculated results showed obvious trend of fllrther collapse,which make it very urgent to deal with this potential lmzard.Some synthetic disposing methodes are recommended for controlling unstable rock disasters.Based on falling rock impact force andjumping over hei sht calculations,strength ofthe SNS and dams for rock hold-up engineering alrlount were computed.

    The variation law of annual maximum peak discharge time series at Cuntan station of the upper reaches of Yangtze River has been prabed,including trends and periods analysis.And the results have shown that there are no trends for annual maxium peak discharge and the major periods are 4a,9a,lla,29a.On the other hand,the long-term forecast of annual raaximlnl flood peak discharge has Men researched with the pard method combined with the stochastic method .The forecasting result is good:the qualification rate in the calibration period is 84.61% and in the verification period is 80% .So the model can be applied to long-term forecast.The research plays a great role in operating and managing the Three Gorge hydropewer station.

    Along with the development of economy and society,water security problem becomes increasingly serious.Especially,the issue of water shortage,water pollution and related eco-environmental degradation has become one of the major emergency problems in China.The water security problem was discussed,including water quantity,water quality and related eco-envimnmental security.As an example,the issue of water security problem in Minjiang River was analyzed:It was found that influenced by human activities and the development of economy and society,the water security and related ceo-envirorunent have been threaten in Minjiang River:a)Water quantity in Minjiang River reduced.It was found that the runof in Minjiang River decreased obviously.The average annual runof from 1970s to 1980s decreased 9.5% compared with that from 1930s to 1940s.And the ground water resources reduced too:the ground waterlevel descent about 10m.The flood and drought became mole frequent.b)Water poHufion in Minjiang River shrew a tendency to aggravate.The comprehensive water pollution index at Gaoclmng Stafon was O.21 in 1996,but it increased to 0.34 in 2000.And the rank of water quality changed from ”relatively cleaning”into”light pollution.c)Related eeo-envimnment degraded.The forest a ea in the upper reaches of Minjians River reduced and the aridity river va11ey expanded.Waterlossand soil erosion hadthetendencyto aggravate too.Accordingtothe above changes in Minjiang River,some suggestion and countermeasure for protecting the water security and eco-envimnment were proposed:Firstly, the idea of sustainable of the water resouces must be Set up;Secondly,regard the carrying capacity of the water resources as the prerequisite.advance the development of water conservancy and economic cordination;Thirdly,establish the water resources protection area and prevent and control the water pollution.
