Quantitative Classification Model for Standardization of Safety Production of Road Passenger Transport Enterprise Based on Matter-Element Theory

基于物元理论的道路客运企业安全生产标准化定量分级模型

Abstract: In order to solve the problem that the current safety production standardization evaluation of road passenger transport enterprise lacked of scientific quantitative classification method and the evaluation agencies mainly relied on the status of enterprises’ self-declaration of standard level to assess the enterprise,the road passenger transport enterprise safety production standardization classification evaluation index system was established,which was based on the relevant laws and regulations of the state safety production and the characteristics of road passenger transport enterprise safety production.Meanwhile,the quantitative classification model for safety production standardization of road passenger transport enterprises was constructed by use of matter-element theory.The model was applied to the case studies of 11 road passenger transport enterprises in Chongqing.The results show that,the safety production standardization level of 4 passenger transportation enterprises is second level;that of 3 passenger transportation enterprises is third level,and that of 4 enterprises is fourth level.The results are more comprehensive and objective,compared with the experts’ evaluation results,which shows that 6 passenger transportation enterprises is second level and 5 passenger transportation enterprises is third level.Therefore,the proposed matter-element model can actually reflect the comprehensive level of safety standardization of road passenger transport enterprise and determine the enterprise safety production standardization level according to the enterprise quantitative index.

摘要: 为解决目前道路客运企业安全生产标准化考评缺少科学定量分级方法,主要依托企业自行申报达标等级,考评机构对企业进行评估的现状,基于国家安全生产的相关法规政策及道路客运企业安全生产的特点,建立道路客运企业安全生产标准化分级评价指标体系。运用物元理论,构建道路客运企业安全生产标准化定量分级模型。将模型运用于重庆市11家道路客运企业实例分析中,结果表明:4家客运企业安全生产标准化水平等级为二级;3家客运企业为三级水平;4家企业为四级水平,较人工专家评价的6家客运企业二级、5家客运企业三级的结果更加全面与客观,该物元模型能够依据企业定量指标真实反映道路客运企业安全标准化的综合水平并定量确定企业安全生产标准化等级。
