Abstract: A large volume of sand will be needed along with the fast development of the economic．Based on the analyses about the disadvantages of the unlawful sand-gravel extraction，the exiting problems in man agement of sand-gravel mining，a corresponding policy and measurement are proposed.To popularize application of artificial sand to replace natural sand，and adjust the profit rate of sand mining to social average level，the demand for the sand-gravel extracted from the river channel will be decreased．On the condition that to generalize the experience of management in the Changjiang River,establish a scientific program to extraction，and enforce the power ofmanagement,a scientifically and orderly way ofriver sand-extracting will turn to true

摘要： 阐述了河道采砂现状及采砂管理中存在的问题，分析了无序采砂的不利影响；总结了采砂管理中存的问 题、为了实现河砂的可持续性科学开采，提IlJ了以下治理措施：火力推广用人工砂替代天然砂，减少河砂需求压 力{调整河道采砂的收益牢，控制采砂船只数量和规模，引导采砂经营活动，减少河道采砂管理的压力；推广长 江干流河道采砂管理制度，制定科学合理的开采规划；加大采砂管理执法力度，严厉打击非法采砂．
