By taking the hardening process of concrete surface course into consideration, this paper applies for the first time the fracture mechanics to analyses of the failure process of the contact interface between the cement concrete pavement and the base. The analysis reveals that the surface course and the base course are not contacted smoothly as idealized by the pavement theoretical model, instead, there exists a transition layer between the surface course and the base course.Failure of the transition layer contributes to the grave deterioration of the actual pavement concrete slab on the bottom face and gives rise to the formation of a wealth of surface cracks there, resulting in the actual strength of the concrete slab far below the design strength.Bearing this understanding in mind, the present paper proposes a new idea of pavement design and corresponding method of construction.
